How can people check the draw was fair?
The post shows a hash of a secret seed at the start. The result shows the seed. Take sha256 of the seed: it must equal the hash. The winners follow from the seed and the participant list in join order.
Does the bot need admin rights?
Yes. The bot must be an admin of the chat where the giveaway is posted, and so must you. The wizard checks both before it posts.
